Judiciary, Legislature and Executive should work together for welfare of the people

Chief Minister Smt. Vasundhara Raje has said that the Judiciary, the Legislature and the Executive should work together as arms for welfare of the people. She said that all these arms could create a situation that would bring happiness to Rajasthan. These would make the state a better place to live, she added.

Smt. Raje was addressing the inaugural session of the National Law Conference on “Dispensation of Justice – Challenges Posed by New and Emerging Trends in Law” ‘NALCON-2015‘ here at Birla Auditorium on Saturday. She said that need of the time was to join hands for proper dispensation of justice and to provide quality living to the people.

The Chief Minister said that our state has made progress not just because of the Executive and Legislative actions, but also because of a vigilant, wise and visionary judiciary. She said that over the years the High Courts and the Supreme Court through a series of landmark decisions have guided the policy and development in the country.

Smt. Raje said that our government has always tried to meet the requirements of the judicial system in terms of resources. She assured that the state is committed to provide proper support required for the judicial system and promised that the judiciary will get infrastructural support from the state resources.

The Chief Minister said the state government has announced 27 Special courts, 9 Additional District and Session courts, 4 new Judicial Magistrate courts, one ADJ court and 5 MACT courts to strengthen the system and speedy dispensation of justice.

Smt. Raje said the state government is going to organize Revenue Lok Adalats during May-June this year and this initiative will help in resolving thousands of revenue disputes going on for a long time and will provide relief to the poor.

Underlining the omnipresence of electronic media the CM said that in court matters media should be extra-responsible by remaining objective and non-judgmental in reporting. She said that the editors and anchors should take balanced stand and media trial of cases should be avoided. She said that the cases should be decided on their merit and not through media trial.

Addressing the inaugural session the Supreme Court Judge Justice J. S. Khehar said it is a matter of contentment that the public at large continues to hold judicial institutions in the high esteem. He said that justice is a divine function and it requires excellence of the highest degree.

Justice Khehar called upon the Judges and the Lawyers to adopt modern ways to minimize delay in disposal of cases. He said responsibility of dispensation of justice is not only of the courts but also of the governments and the civil society. He said that lawyers are regarded as the ministers in the Temple of Justice. It is the duty of the legal practitioners to settle pre-trial issues, he said.

Speaking on the lawyers’ accountability, Justice Khehar said that the Bar Councils have great role to play in safeguard of the rights and privileges of advocates but at the same time it should also play its role in fixing accountability for the lawyers.

Addressing the session, Chief Justice of Rajasthan High Court Justice Sunil Ambwani said that emerging trends in law have posed variety of challenges before the Judiciary. He said that we need to maintain quality of justice while disposing cases in a speedy manner. He said new methods like Lok Adalats have opened ways for peaceful resolution of the disputes and have helped the poor people.

The judges of Supreme Court Justice M.B. Lokur, Justice V. Gopala Gowda, Justice U.U. Lalit, Justice Amitava Roy, Former Judge of Supreme Court Justice G.S. Singhvi and the Chairman of Bar Council of India Shri Manan Kumar Mishra were also present in the function.

In the beginning, Chairman of the Bar Council Rajasthan Shri Ashok Mehta and conference convener Shri Biri Singh Sinsinwar welcomed the guests and other dignitaries.
